ACTON BRIDGE PARISH COUNCIL

Minutes of the meeting held on Thursday 10th May 2012 at 7-0pm in the Parish Rooms.

1 Public Matters

There were no Public Matters

2 Minutes

The minutes of the meeting 2nd April 2012 were accepted and signed.

3 Matters arising

Acton Lane accidents
The warning signs for the bend on the descent down Acton Lane have not been installed as yet. Clr Bayley reported that there has been another accident about two weeks ago which resulted in the road having to be closed. Progress on the signs is to chased. Action Clerk

Neighbourhood Plans
There is no progress as yet on the possible Village Survey. The topics for review following the Weaverham work on a similar survey are awaited. There is further information on Neighbourhood Plans in the Correspondence File.

ABCA Lease
Finally the lease has been completed and cleared. A letter of thanks is to be sent to Moss &Haslehurst Action Clerk
The meeting discussed where the lease should be kept. It was agreed to request Moss & Haslehurst to store it. It was also agreed that other documents and deeds in the possession of the Council should be forwarded to them. Action Clerk

Superfast Broadband
Clr Pardoe is following this up and is to attend a meeting on the 22nd June.

The Queen's Diamond Jubilee Celebrations
The Chairman reported that ABCA and the Celebrations sub-committee have held further meetings and have all arrangements in hand. It is hoped that the Village will give it's full support. Sincere thanks to the organisers.

March meeting
Item 6.1 - Playing field management - to be discussed later in the AGM

Item 10a) Sat-Nav Clr Pardoe had reported that there has been no change as yet to the route.

Item 10c) Clr Pardoe was thanked for the repairs to the Community Notice Board especially as the work was completed in advance of the Blossom & Caterpillar Event at the Parish Rooms.

Item 11 Any other business, No further news on the CW&C Code of Conduct proposals.

April meeting
Item 6.1 - Audit papers have been forwarded to Mr Young for the internal audit stage.

Item 10 Footpaths and pavements. There has been further damage caused by the CW&C road sweeper and the top surface is broken up in a number of places. Clr Pardoe offered to take some photographs of examples to be sent on to Highways. Action Clr Pardoe and Clerk

Item 11a) Road closure had been cancelled due to problems it would have caused to school transport and pressure from other road users.
Item 11b) Clr Oliver confirmed that the grant application for repairs to the Rooms has been sent.

4 Planning Applications

There were no planning applications.

5 Planning Decisions

There were no planning decisions.

6 Financial Matters

6.1 Approval of Cheques
Cheques were approved for;
Mosshaslehurst £16-00
Zurich Insurance £225-00
6.2 Precept
Full amount of Precept has been paid into the Cheshire BS by CW&C.
6.3 Financial Regulations and Risk Management
The two documents were tabled and the content amendments agreed. The Chairman and Clerk signed the documents.
6.4 HMRC - Parish Council Clerk registration and Income Tax
The Clerk confirmed that HMRC had been contacted. The Council are registered as an employer and the necessary forms had been completed regarding the Income Tax returns.

7 CWAC Ward Councillors
Councillor Fifield said that there is a meeting next week with Highways and the issue of speeding will be brought forward.

8 Reports from other meetings
Cemetery Committee
The minutes of the last meeting are to be circulated in the Correspondence File. It was reported that a small working party has been set up to consider the long term planning for the Cemetery and the possible acquisition of extra land.

9 Correspondence
Correspondence has been received regarding a Ward meeting at Cuddington Community Centre. Ward Plans are on the agenda. The Chairman asked for as many members to attend as possible.

10 Village Matters

a) The Clerk had received information that three bushes had been planted in the grass verge separating the Warrington Road properties from the A49. It is understood that the planting was without permission and they have now been removed by CW&C Highways.
b) Notice had been received warning of horse thieves being active in the area. The information had been circulated.
c) It was mentioned that some properties have not been issued with the new waste bins and that this has been queried with CW&C.

There were no matters.

Because of the May bank holiday and Queen's Jubilee Celebrations the next meeting will be on Thursday 7th June 2012, at 7-30pm.
