ACTON BRIDGE PARISH COUNCIL

Minutes of the meeting held on Monday 4th December 2006

1. Public Matters

None

2. Minutes

Minutes of meeting held on 6th November were accepted & signed with one amendment.

3. Matters Arising.

a) Wind Farm Aston Grange. Mr S Pardoe attended the full Council Meeting held on 30 Nov at VR. The vote was 22 to reject out of 31 members, 5 abstained. It is thought that the development will now go to appeal. Mr S Pardoe has sent a letter to both local newspapers. It was suggested that a letter be sent to Anne Bingham Holmes saying how delighted the ABPC is with the refusal for the Wind Turbines and that the Green Belt has been protected.
The chairman thanked Mr Pardoe for all the research and work that he has done. The meeting fully supported this. It was agreed by all members that Mr Pardoe has done a marvelous job. He has had two wonderful achievements recently in major applications that greatly affect the Village.
b) There is still one more vacancy to be filled for the position of Parish Councillor.
c) Mrs Bayley has met Mr R Brooks, CCC Highways Dept and toured the village with him. There were no urgent matters. The only thing to come out of the meeting is that a sign is required for the Playing field. The chairman thanked Mrs Bayley.
d) Best Kept Village. Mrs Bayley reported that the pubs' appearances were praised, and she has since thanked them. The Bowling area was commented on as being rather untidy, but it is not sure if they meant the green at the pub and not the one at the Parish Room, as that is always kept tidy. Thanks were given to all the litter pickers.
e) Bus Shelter. The Clerk has contacted John Ellis Jones and Christine Garner at CCC concerning the positioning of the bus shelter in regards to safety. Information is required as to how often the buses stop at the shelter, the approx numbers using the buses and the design of the shelter. CCC will then send a Road Safety Officer who will then access the safety aspect of the shelter and if satisfied they will issue ABPC with a licence.
f) AB has been granted £900 for new benches for the village. Suggested areas are the area near the Hazel Pear, and the triangle at the junction of Cliff Rd and Hill Top Rd. It was suggested that if the bus shelter is not positioned on the old footprint, a bench could be placed there. g) Rottweilers are still being walked without a lead. A letter has been sent to the Police but no reply as yet. To be chased.

4. Planning Applications

Certificate of Lawfulness for existing use of redundant farm building as games room/party room and general storage at Manor Farm, Cliff Rd. No objection.

5. Planning Decisions

a) Conservatory at side, Willow Cottage, Cliff Rd - permitted by VRBC
b) Single storey extn to rear, 6 Pear Tree Lane - permitted by VRBC
c) Removal & replacement of cladding, 4 Orchard Ave - permitted by VRBC

6. Authority for signing cheques and Financial Matters

Clerk's salary (3 months) £240.00
Precept 2007/08. Information to assess precept prepared and circulated to Councillors for consideration.

7. District Representatives Report

None

8. Reports from other meetings

a) Burial Committee. There are problems at the moment as to who actually owns the land and whose responsibility it is to agree to alterations to the land. The constitution states that it is the responsibility of the Committee to run the grounds. Full endorsement was given to Mr M Hodgson by the ABPC.
b) Area meeting held at Frodsham attended by Mrs Bayley mainly concerned speeding in Frodsham.
c) The clerk attended the Groundwork meeting at the Leigh Arms. This related to the Greenway proposed at Dutton locks. Planning permission has not been applied for as yet. Copies of the plans were requested.

9. Correspondence

a) CCC Letter received about Speed indicator Devices (SIDs) are now available and they are asking people to register. Information required on size of device and number of operators required before registering.
b) VRBC Area Meeting 7th December. Mr R Holt will attend.
c) CCC Adopted statement of Community involvement for planning matters.
d) Neuromuscular Centre request for donation.
e) Local Councils Newsletter.
f) VRBC Precept form.
g) VRBC Ordinary Council mins.
h) Police Forum newsletter.
i) Newsletter Archives & local studies CCC.
j) Cheshire Rural Trust.
k) Cheshire Matters.

10. Village Matters

None

11. Any other business

a) Weaverham, a large hole in road directly outside shops. Letter to be sent to Weaverham PC.
b) ABCA - Bookings sometimes coincide with PC meeting, and J Twose has asked if the PC could change their dates. It was agreed that if the first Monday of the month fell into the second week or if the first Monday was a Bank Holiday, then the PC would meet on the first Tuesday of the month.

12. Next meeting will be held on Tuesday 2nd January 2007 at 7.30pm.
