ACTON BRIDGE PARISH COUNCIL

Minutes of the meeting held on Monday 6th December 2004 at 7.30pm

Apologies for absence were received from Mr S Pardoe, Mrs H Bayley and Cllr N Dolphin.

1. Public Matters

No members of the public present.

2. Minutes

Minutes of meeting held on 1st November were accepted & signed as a correct record.

2a. Substation Progress

The Chairman thanked all the Councillors for showing their support attending the Public meeting held on 8th November. The meeting was well attended by the public. VRBC Planning Committee met on 16th November and unanimously turned down both the Substation and the Trackside Feeder station. The Chairman offered a vote of thanks on the outcome to SAG and in particular to Steve Pardoe who has worked particularly hard against the substation. This work has been superb and very professional. There is no indication as yet to what National Grid and Network Rail propose to do now.
The Council decided that a bouquet of flowers be sent to Mr and Mrs S Pardoe to show the Council's appreciation of Mrs Pardoe's support to her husband during the fight against the sub station.
A letter of thanks is to be sent to SAG and Weaverham PC assuring them of Acton Bridge PC continuing support.

3. Matters Arising.

a) Cliff Rd and Hill Top Rd - Some pot holes have been filled in and Chapel Lane has been re-surfaced.
b) Cheshire Railings - Hazel Bayley has been in touch with Steve Bakewell and Cllr Dolphin has informed the clerk that Roger Stanwell is holding a meeting with ref. to Cheshire Railings and that she is pushing for AB. She hopes that the railings will be replaced and repaired in the New Year.
c) Speeding - Nothing new as yet.
d) Wild flowers - Nothing to report but Mr Hodgson will continue trying to get some news.
e) Drains, Acton Lane - These have now been seen to.
f) Waste bins - Due to lack of space, note was not put in the last ABCA News asking people not to leave their bins out on pavements. Note will be in the next issue.
g) Junction, Hazel Pear Pub. This is to be discussed at a later meeting.
h) Milton Rough grass verges - Hazel Bayley has been in contact with John Oakley who said that he will look into the problem.
i) There was a suggestion that the Nursery, Station Rd could take over the planting of the flower beds outside the Parish Rooms enabling them to put a small sign advertising the Nursery. The Chairman said that ABCA would have to contact Mr & Mrs Sandys-Winsch.

4. Planning Applications

a) 24 Cliff Rd - Mr & Mrs S Watson. After discussion it was decided to raise no objections.

5. Planning Decisions

a) Cycle track A 49 to go ahead.
b) Substation has been rejected by VRBC
c) Smithy,Hill Top Rd - permitted
d) Sandycroft, Warrington Rd - permitted
e) 19 Hill Top Rd - permitted - letter to be sent to VRBC pointing out mistake in house numbers in the Conditions

6. Authority for signing cheques and Financial Matters

Cheque for Clerk's salary £210 (3 months)
Funds stand at the moment as:-
National Savings Bank £734.70
Cheshire Building Society £1789.33
Application form for 2005/06 Precept has been received. A table will be prepared outlining proposed expenditure. To be discussed at next meeting.

9. Correspondence

a) Standards Board booklet on Lobby groups and Dual-hatted members.
b) CCC letter about the failed referendum in the North East and the implications Cheshire and the North West.
c) VRBC Affordable Housing in Rural areas.
d) VR Community Safety Partnership workshop 13 Jan at Winsford.
e) CCC Town & Parish Council Conf on 3 Feb Nantwich.
f) Appeal - Lion Saltworks
g) Appeal - Samaritans
h) VRBC Copy of letter received by VRBC from the Deputy Prime Ministers Office clarifying the Government position on the Regional and Local referendums.
i) Newsletter Ches Assoc of Town & Parish Councils
j) Sports questionnaire.

10. Village Matters

a) After 1st July 2005 there are to be no more reps on the Board of Governors for Weaverham School. Eileen Burrows has been Acton Bridges rep for many years. A letter of appreciation to be sent to Eileen.
b) Strawberry Lane. A hole outside the gate of a house in Strawberry Lane has been left for many months, there are also cables showing. John Oakley to be contacted.
c) Strawberry Farm. Some very large buildings have been erected. The Enforcement Officer to be contacted.
d) After a complaint about Dog fouling on the Playing field a letter has been sent to the Environmental Officer.
